1. Driving license for foreigners
1.1. What is a driving license?

1.2. Cases in which foreigners allowed to change driving licenses
– Residing, working, or studying in Vietnam, having a diplomatic identity card, official identity card, temporary residence card, residence card, residence card, or permanent residence card with a period of 03 months or more up, have a valid national driving license, and have the need to drive in Vietnam;
– Foreign tourists who drive a foreign registered car into Vietnam, have a valid national driving license, and wish to drive in Vietnam.
1.3. Conditions for changing the driving license for foreigners
– Foreigners who have lived, worked, and studied in Vietnam for at least 3 months;
– Foreign driving licenses need to satisfy several factors necessary, such as valid driving license, vehicle class allowed to drive, no signs of erasure, tearing, and no identification difference – No temporary foreign driver’s license can be exchanged or international driver’s license.
2. Procedures for applying to change the driving license for foreigners
According to Article 41 of Circular 12/2017/TT-BGTVT, procedures for changing driver’s license for foreigners are as follows:
Step 1: Apply for a change of license
The holder of a driving license or a foreign driver’s license shall apply for replacement of a foreign driver’s license or driver’s license to the Directorate for Roads of Vietnam or the Department of Transport (where registered for residence). , residence, temporary residence, or permanent residence).
– The application file includes the following documents:
- Application form for driving license change (under the form in Appendix 20 issued together with Circular 12/2017/TT-BGTVT);
- The translation of the foreign driver’s license into Vietnamese is guaranteed by the translation .quality of the Notary Public or the Embassy or Consulate in Vietnam where the translator works, stamped adjacent to the copy of the driver’s license. car;
- Copy of passport (passport number, full name, and photo of the person granted, expiry date, and entry visa page to Vietnam);

Step 2: Solve the request to change the license
Where to receive dossiers: The directorate for Roads of Vietnam or the Department of Transport shall receive dossiers, appraise .dossiers, issue, and change driving licenses, and return driving license change dossiers to license holders.
– In case there is a doubt about the foreign driver’s license, the driving license-issuing agency shall send a written. request to the Embassy or Consulate of the country issuing the driving license in Vietnam for verification. (When applying, the driver is photographed directly by the driver’s license agency at the driver’s license .agency and presents the originals of the documents for comparison, except for the originals sent).
– In case of detecting doubts about the passport, people’s identity card or citizen identification card, .or diplomatic identity card, the driving license-issuing agency shall send a written request to the Ministry of Foreign. Affairs or the Department of Management Immigration management under the Ministry of Public Security, .Immigration Management Division under the police of provinces and centrally-run cities.
Step 3: Waiting for settlement and receiving results
Within 05 working days of receiving complete dossiers, the Directorate for Roads of Vietnam or .the Department of Transport shall change the driving license. In case the driving license still needs changed, a reply must given and clearly state the reason.
