Order and Procedures for Granting Manual for Home Production of Alcohol
If you wish to produce spirits in Vietnam, whether through distillation of alcoholic liquids or other methods such as cracking ethylene gas, you must follow the regulations and procedures outlined below.
Requirements for Home Production of Alcohol
1. For Business Purposes
- You must establish your enterprise, cooperative, joint venture, or household business in compliance with Vietnamese laws.
- Ensure food safety standards are met, and proper labeling is applied to all alcoholic products.
2. For Selling to Enterprises with Licenses for Mass Production
- You must sign an alcohol purchase agreement with an enterprise holding a license for mass alcohol production.
- If you fail to sell your alcohol to such an enterprise, you will need to follow the procedures to obtain a license for the manual for home production of alcohol for business purposes.
Procedures for Licenses for Home Production of Alcohol
Step 1: Prepare the Application
For Business Purposes: The application must include:
- A completed application form (specimen No. 1).
- A copy of your registration certificate (enterprise, cooperative, joint venture, or household business).
- A declaration of conformity or written confirmation of food safety, as well as a copy of the food safety certificate.
- A manifest of the alcoholic drinks you produce or intend to produce, including labels.
For Selling to Enterprises with Mass Production Licenses: You must register with the People’s Committee of your commune. Required documents include:
- A registration form for home production of alcohol for selling to enterprises with licenses for mass production.
Step 2: Submit the Application
- Submit the completed application to the relevant licensing authority to obtain the license for manual for home production of alcohol for business purposes.
- The licensing authority will process your application within 10 days from the date of receipt. If approved, you will receive the license.
- If the application is rejected, the authority will issue a written explanation.
- If additional documents are needed, the authority will notify you within 3 days of receiving the application.
