Decree 58/2025/ND-CP outlines policies for promoting renewable energy, including rooftop solar systems, wind power, and new energy projects in Vietnam. This regulation supports research and development while offering incentives for projects adhering to specific requirements. Incentives for Rooftop Solar and Renewable Energy Projects

Decree 58 introduces several mechanisms to prioritize and support renewable energy projects, including those involving rooftop solar power:

  1. Electricity Storage Systems for Renewable Projects
    • Projects equipped with electricity storage systems and connected to the national grid are prioritized during peak demand hours.
    • However, self-produced and self-consumed power sources are excluded from this incentive.
  2. Research and Technology Development
    • The State encourages research and innovation in solar and wind power technologies under Article 8 of the Electricity Law.
    • Support extends to producing solar panels, wind turbines, and power conversion equipment, ensuring Vietnam strengthens its renewable energy infrastructure.
  3. Incentive Policies for Renewable Energy
    • Incentives include exemptions and reductions for land use and sea area fees during construction phases.

Conditions for Applying Incentives to Rooftop Solar Projects

Rooftop solar power and new energy projects must meet the following conditions to qualify for incentives:

  1. Green Energy Criteria
    • Projects must use 100% green hydrogen, green ammonia, or a combination of both.
  2. Grid Integration
    • Eligible projects must supply electricity directly to the national power system.
  3. Unique Project Types
    • Incentives apply only to the first projects within each type of new energy development.

Preferential Mechanisms for Rooftop Solar and Energy Projects

Eligible projects receive the following benefits:

  1. Fee Exemptions and Reductions
    • Full exemption from sea area usage fees for up to three years during the basic construction period.
    • A 50% reduction in sea area fees for nine years following the initial exemption period.
  2. Land Use Fee Exemptions
    • Land use and rental fees are waived during the basic construction phase, not exceeding three years.
    • Subsequent reductions follow the laws on investment and land use.
  3. Electricity Output Guarantees
    • Investors may secure long-term contracts for electricity output at a minimum of 70% of the loan repayment period, capped at 12 years.
    • This guarantee excludes projects unable to meet commitments due to technical constraints or system demand issues.
  4. Post-Incentive Regulations
    • After the incentive period, the project follows applicable laws prevailing at that time.
